I was thinking of using it in my basement to mix my hot and cold water to the correct temperature then leverage some filters to remove the chlorine.
I would then look to either set up a drip system or system where I dial in the water amount of water changes.

Looks like a winner to me. How are you going to apply it? In a direct line to input on the tanks?
I've seen these used with an independant hot water sytem set up with returnable copper tube circulating in the holding tub/vat to sustain optimum temps too. Cheaper to heat and maintain a constant source of usable replacement water. The valve handles the cold and hot water heater replenishment water with a float on the tub/vat with a tee..one side going to the copper circulation tubing and the other to the replenishment line..

I have been eyeing this mixing valve as way to step forward towards automated water changes.
L1170-UT M2 Threaded Lo-Temp Mixing Valve.

Will this work as a temperature mixing valve -
Lets say set it 78 -
Even without automated water changes, water temperatures fluctuate a fair amount during the winter.
Note you have to get the L1170-M2 model for temperatures between 60+F and 120+F.
